The Basic Regulation: An Overview

This course will help you recognise the importance of the Basic Regulation in European Aviation by briefly outlining what it is, its history, its objectives, and its role in establishing aviation safety.  It is especially suited for High Level Management, Post Holders, Aviation Lawyers and Competent Authorities' personnel.

What the Course is About

The Basic Regulation sets the legal basis for the creation of the European Union Aviation Safety Agency (EASA), defines its legal authority, and establishes a set of basic, common, aviation safety requirements.

This regulation was first legislated in 2002, and has gone through a number of changes in the last twenty years.  Increasing air traffic, aviation’s impact on the environment, the rise of unmanned air systems and the impact of global digitalisation called for a revision in the last decade.  The European Union felt the need to prepare its regulatory framework for the challenges of the next 10 to 20 years, and to ensure the safety and security of passengers’ mobility and the general public.

The New Basic Regulation, Commission Regulation (EU) 2018/1139 of the European Parliament and of the Council, entered into force on the 11th of September 2018, and covers the full spectrum of the aviation landscape to reinforce the European aviation system as a whole.

You, as an aspiring or experienced professional, should know the foundational principles behind the Basic Regulation before you further your knowledge in other areas of the regulation – which, as you know, form the boundaries of our daily work to keep us safe.
